Papers spending a council seat's own money — the seat is named in the paper's budget accounting string. Mostly small discretionary-account donations to nonprofits and neighborhood groups (median around $5,000), plus carry-forward appropriations and district-coded capital project lines. Dollars count only when they can be attributed cleanly: the paper names a single seat, the amount's own wording reads like account spending (a donation, transfer, or contribution), AND the paper was adopted — a filed-and-died donation was proposed, not spent. The "y/N papers" ratio is how many of a seat's papers cleared all three bars. Joint papers (several members contributing at once — common; some seats co-sign most of their donations) and papers without such an amount appear in paper counts but not totals. Capital project papers (district-coded bond/TSPLOST lines) are excluded from dollar totals entirely: they carry eight-figure program amounts that would drown the account spending this page is about. Seat labels list everyone who held the seat in the selected period.
